Dear Mr. James,

Would you please see the attached copy of telegram No. 421 of the 25th June from the
Governor of Hong Kong in which he requests
authority to engage a firm of boring experts in connection with the Tai Lam Chung Valley Water Scheme and estimates the expenses involved
at £5,000. I should explain that I am informed by Mr. Woodward the P.W.D. waterworks engineer
who is at present in this country that the £2,300 quoted in the telegram "for consultants fees" should be for preliminary trial borings
I also attach a copy of a letter from Mr. Kenrick of the 5th July (of the London office of the Hong Kong Government) and the memorandum for perued and retur which he enclosed with that letter in original. Pages 8 and 9 of this memorandum give an account of the preliminary investigations which were carried out at Tai Lam Chung Valley in 1938 an
of subsequently in 1939 by the firm, Binnie, Deacın and Gourley. With the agreement of this firm
it is now proposed to carry out further boying

proceed with all despatch".
I write therefore to ask for your agreement
